owed $375,000 in child support

Single mom of three struggling to support three kids ages 19,12 and 11. Currently am owed $375,133.30 in uncollected child support. Father lives in Tacoma Washington. Washington has done nothing to compel him to pay his child support. In fact they are assisting him by not suspending his drivers license or filing a contempt motion. He has not filed a downward modification. Therefore, the warrant that was issued by the Queens Family Court should be enforceable but isn't since it is a family court warrant. There are too many loopholes that allow parents to get away with owing thier children hundreds of thousands of dollars. the child support system does not work. They have no problem taking service fees from me even though I am owed $375,000. When will children be put first? parents like me deserve to raise our children without wondering how we are going to feed our children. We are always in jeapardy of being homeless. Congress you need to act the billions of dollards are children are owed could be put into our economy.

Close the loopholes
make child support warrants enforceable across state lines
prosecute fully those that owe more than $5,000
Take away federal funds from States like Washington
Have the State the non-custodial parent lives in pay the arrears then they can go after the parent for re-payment.
States like Washington should face stiff fines for not enforcing child support orders especially interstate orders since these parents move from state to state.
Walter Medina was on federal probation when he was allowed to move to Washington State and he was not violated for not supporting his children even though that was a condition of his probation. My children were failed at every avenue. Again, I am asking that States like Washington be penalized.
I cannot get food stamps because I work. My son has a medical condition that means I stay home to take care of him. If I don't work I don't get paid. I am owed over $5,000 in child support. The father lives in another state. Why is he not being prosecuted? He pays "something every so often." He has to stop paying completely before they will go after him. That makes no sense.
