A man identified as Carlos Harper shot and killed the mother of his children, 22 year old Mariah Anderson outside of wal-mart in New Castle, PA around 11:00 pm last night. This morning around 7:00am police track to him to a Brightwood Manor apartment complex where he has taken 2 adult hostages. Police are still negotiating.
